Why hasn't health care been fixed?
Insurance companies and drug companies want to protect their profits, and have lots of money to lobby aggressively. They also mold public opinion using fear and confusion. The alternative of government health care scares people who question the quality and cost of care by the government. Our political system requires money to get elected, which means special interests on one side (labor unions) or the other (corporations), resulting in stalemate.
